Can a contact have both Billing and Service access?

Quick answer: Yes. A single contact can hold both billing and service access. Only Owners or Admins can modify contact permissions.
The two access types
Billing access — invoices, payment confirmations, overdue notices, and billing-level account details.
Service access — service history, visit notifications, schedule, and operational communications.
When to combine them
Owner-operators, property managers with full oversight, and single-contact small accounts all typically hold both. Larger accounts often split — AP gets billing, operations gets service — but there's no requirement to split. A single trusted contact can have everything.
Who can change permissions
Only Owner or Admin roles can modify contact settings. This protects the account from service or billing contacts silently elevating their own access.
